I see you - has anyone looked into this yet?

On the redacted map, when you first start off (russian side) you hear "I see you"

This tied to anything?  Havent looked into myself, focused on other things (i got the plushies)  but now that the weekly quests are done, was wondering about this.  Search shows nothing
