I have reported them and blocked however its voice chat so they don't care i am not even Jewish either but must be awful for someone who is.

Yeah, highly aggressive and low intelligence, that's a common match nowadays sadly

although i doubt this kind of persons will stop like ever, bringing up the discussion and hoping for a ban is the rigth thing to do, lets hope a mod read this post quickly and points you to the right direction

i generally just mute, then report and hope them a lot of personal growth.

I don't think anyone will do or ban anyone from forum post. You need to use in-game report system instead. This should be the most effective way. But not guaranteed. 

Once a round starts, I think there should be a system where in-game chat, voice chat, and each player's movements are recorded for a certain period of time.

I edont expect them to but want to contact their legal department

Also i don't think you can get anywhere with legal team either due to EA being so huge company.
