Increase the number of attack helos and buff FXM

One issue is the speed of the flares and duration for all the aircraft. With most of the rockets by the time they pop they can be halfway across most maps while the flares are up. Hide for a couple seconds and the flares are recharged giving players a razor-thin time margin to hit the aircraft
