The CPU is 8 years old, I doubt you're going to get >60 FPS out of it.
As others have said, the game likes additional cores. And depending on what GPU you have [you didn't specify] you could be getting hard-limited at that CPU. Generally higher resolution and settings moves the bottleneck off of the CPU and more into the GPU, but only to a point before it hits a ceiling.
