IMO that was the most effective way to use them. Parachute and drop them directly on top of a vehicle or use Mackay to grapple to the top of a vehicle, drop them on top and bail off. Landmine placement on top of a hovering condor was always my favorite.
DICE has stealth nerfed them to explode instantly in your face if they are dropped in the close proximity to a moving or stationary vehicle now. Landmines before the nerf were more utilitarian, now we are stuck with C5 which does not guarantee the kill even if they kill you.
