The change is temporary. They announced it on Twitter several hours ago:
XP awards on custom Battlefield Portal Servers are temporarily disabled
XP awards for Solo/Co-Op Experiences have been lowered in All-Out Warfare
XP awards in All-Out Warfare MP are unaffected
These changes are temporary measures which will remain in place to restrict the creation of XP Farming servers in Battlefield Portal.We are performing a restart of all Portal servers to apply these changes XP remains active on Classic Portal Experiences and VIP Fiesta
- 4 years ago@X1Alpha1 I think it's all part of the same thing, well hopefully anyway, and hopefully they bring it all back. I mean, why not just make it so you can only lower bots to 80% health or something and if you lower it below that the server automatically switches off progression.

If they had said that the change was indefinite, etc., then I might worry.
I hate to even speculate at this point but I'd imagine they are trying to wrap their heads around the problem and come up with a more permanent solution. Frankly, I'm surprised they didn't see this coming but when they said they would have safeguards in place, I suspected they would be monitoring XP progression and intervene in those cases where it would climb rapidly.
Maybe a solution is to throttle XP progression in those scenarios that a player is gaining experience far more rapidly than is typically possible / expected? There are several ways to approach the problem other than simply removing the feature in solo, coop and Portal.
In either case, I'm just keeping tabs on the BattlefieldComm Tweets and seeing what comes of this and other issues of concern before I decide to buy the game next week.

To be honest this never should have happened in the first place. I really wish it didn't.
Before launch they kept saying there were systems in place that would prevent people from making xp farm servers while still allowing Full Progress for those playing with the AI who didn't change those settings and kept it close to the default settings.
What A Blatant Lie That Was !!!
If they really did do that from the beginning we wouldn't be having this problem at all !!!
Now they are punishing those who are playing legit because of those toxic ******* xp farming ******** ... I have had enough of all of them.
According to Xbox Support it is too late for me to get a refund and even though the guy I talked to agreed with me about the problems apparently his hands are completely tied when it comes to the refund policies.
So I am telling my friends on the fence to avoid it like the plague until the game is cured of it's illnesses.

There is a entire PVE audience that doesnt want to bother with multiplayer. These people spent upwards of 100usd to have early access. Every hour you arent returning normal XP and Unlocking of attachments for guns and vehicles to Solo/Coop vs AI is a slap in the face for those people. We paid almost double to have early access and start grinding and now we cant.

- 4 years ago@TheLastElite They were certainly responsible, but this is a frustrating “Band-aid” solution that does more harm than good. That being said, I can understand that a proper fix is going to take some work. Hopefully, they make AI kills fractional and scaled relative to enemy AI health and difficulty level. For example, AI with starting health of 1% should count as .01 kill, both in terms of weapon mastery and XP.

100% agree with you, Just because some wanted to cheat the system - you can't screw PVE players over. Stopped playing BF games after 4 as I absolutely despise MP wen't back to BF2 as I couldn't be bothered with sweating it out.
Taking mastery out of AOW made absolutely zero sense if they wanted to stop the 1hp servers,
Bring everything back as it was, its what we were sold on and what we paid for.
