Let people play with bots in Conquest mode without internet connection.

@ChrisAWJBethelAnd for the record the Attack and Defend Missions in Instant Action Offline are the COOP Missions from your first picture.

@Jesse165 Yeah its settings in the Arcade screen right? If I remember right, they dumped it all into the arcade settings. It's not separated out like the multiplayer menus shown in the pictures.

@Jesse165 Yes and no. Co-op implies more than one person is playing. Instant Action Missions are the same as Co-op Missions, but for singleplayer.
