Liz is still the best engineer right now. She always has a launcher that can land hits if you learn to use it while also bringing with you AT mines or C5.
By the way this video has a really useful tip for hitting helicopters with the current TV missile.

Summary:
Predict the general direction the target will be going and aim there.
Boost the missile to give them less time to react
Focus on keeping the target on the same quadrant of the screen during the flight of the missile in order to make sure you are leading the missile to their future location.
I kinda wish they would make it if you use the soflam or tracking pistol on a vehicle then any projectile would ignore the vehicles counter measures / Irish sentental units causing the vehicle to peal off and try evade the missiles.

allow the MK4 to damage heavy armor again, that was a guaranteed way to make the tanks move because you could prevent them from regening health. MK4 couldn't kill a tank but it could annoy the crap out of it and make it move (i guess it could kill it if the tank was dumb enough to sit there for too long)

I had to go check the update notes because I only remembered they reduced the damage and reload speed.
"Damage for the Rorsch MK-4 has been reduced against Vehicles while in the High Power Capacitor variant of the Weapon (Single Shot), this change is to ensure that the Rorsch is able to assist in taking out some vehicle targets however isn’t the predominant way to take out targets as has been previously witnessed.
Heavy vehicles now take approximately 50% less damage
Light vehicles now take approximately 25% less damage
High Power Capacitor Charge Up increased from 0.8 -> 1 second"- 3 years ago
