@Adamonic I don't know specifically, but it seems that way. And definitely don't think they're doing anything in terms of attempting to balance out squads given how random squad placement (or lack of placement in active squads) seems to be.
I don't want to say a, "It's too hard!" thing because I'm out of my technical depth here, but I wouldn't be surprised if it was very much a, "There's simply no practical and efficient way to accomplish this with a positive result." Some things like this would be great, don't get me wrong! But if the investment would be having their engineering team spend months exclusively working on this even with 50/50 odds of it having the intended result, that's not really feasible. Lame, but it's a practical consideration and figuring out how to best use resources.
