Lis is grossly under powered. Her "guided" rockets have little range, no agility, and can be shot down. The restriction on vehicles is because there are only 32 people on each team.
This isnt Battlefield farm the ground who cant kill you game.
Air is top of the food chain. And with borg regen and repair bots, you have nothing to worry about from Lis.

The vehicle restriction is in place for both 64 and 128, and even when there are only 32 people on each team in previous games, there were more vehicles available.
And believe it or not, different maps/layouts had different numbers of vehicles available, mindblowing, I know. But apparently there isn't the tech for that really in 2042 lol.
