Noob question. Why can't I fire my gun when getting hit with bullets?

Maybe this is a noob question but when I'm using the NTW-50 and I'm being hit with bullets the game stops me firing my rifle. Is this intentional?

I've had this happen with a couple of different weapons and feel it's a bug. It's frustrating when it happens for sure.

Same here, I actually thought I had run out of ammo when it happened, very weird.
