It’s not on CQ64 Flashpoint, which is strange as normal jets are. Additionally I can confirm it’s on Spearhead and Manifest
So that makes it’s not on the following maps: Stadium, Haven, Redacted, duh! Furthermore not on Reclaimed, Flashpoint, Hourglass and Discarded which has no jets at all.

Very weird. Guess I didn't notice as I had just been using the 128p maps for unlocking attachments for it.
I wonder if not including it on the 64p maps is intentional or an oversight? I should probably try finding out.
