performace overlay cpu fps help / upgrade

using the in game perfoverlay the CPU part is mostly yellow some times green or red does that mean that upgrading the CPU would give better performance 
current setup is 
Rx 580
Ryzen 5 2600
16gb ram

CPU upgrade would prolly be Ryzen 5 5600x

gpu upgrade is not really an option rn

    @MustMargo No because right now performance on pc is borked for many people, the game uses all cpu resources while only using a quarter of gpu power, upgrading will not help.

    I wouldn't bother upgrading until they fix the game. Currently any CPU is being destroyed by this game while GPU stays 50-60% load
