People would use those farming servers and servers cost money. EA does not want to pay money for servers that they don't have to.
That's why we have centrally managed server instances where servers get shut down and spun up on demand as to maximize the number of players on the server. And no server browser, which would require persistent servers as well to make sense.
And if you write: "There really is no point anymore, no-body cares about the farmers, they're not gaining any EXPERIENCE by flying around in circles not killing."
But to fly around in circles, why would you need XP? You can practice flying in servers with no XP (but fast vehicle spawn for not having to wait after you crash).
There could be a reasonable XP cap of say 50k points per round, independent of how many rounds one has played per day. And you should be able to unlock attachments etc. on portal servers as well of course, but I think this is already possible.

The current implementation of the XP Progression system punishes loyal players more than anyone else.
If people want to ruin their progression by playing on a XP farm, then let them do that, because trying to combat them is ruining the experience for the rest of us. Changing factions and having AI enabled shouldn't restrict XP in any way and yet it DOES! WHY!
