To clarify, what is up with people joining into match gamemodes and then just...not playing the mode properly? I had six consecutive matches tonight with a team (which is shuffled each round no less)...

PTFO is not everyone's cup of cake.
Sometimes, I am all in, especially if playing with friends. Other times, I just want to clown around and relax.
I think that - at the moment, with a lot of new players, many have the main driver to just level up their gear, and that driver is not at all connected to PTFO.
Ideally they should do that in the single/co-op mode, where you can unlock all attachments, but a lot of players either don't know this, or feel it is a boring / noob thing to do.
The weekly missions are also distracting from PTFO and team play, and most are way too easy. Maybe put a qualifier that the benefits of these missions are only awarded for won matches?
Further, I think Portal should offer admins more ways to direct players towards PTFO, both incentive and disincentive, to gear their servers to PTFO players and sort out the clowns.
