Please let the Casper drone retain the ability to EMP the Gadgets

@UP_HawxxeyeI was about to make a thread about this too.

In fact, they should've left Casper's drone alone because it was never an issue.

All the gadgets should be getting buffed instead of nerfed. The Soflam for instance and Rao.

These few changes among the actual meaningful changes feel like change for the sake of change.
