Portal Vault Weapons have become Locked?

Certain Portal weapons which were chosen to become Vault Weapons are now locked in Portal?

Also I tried getting kills with the P90 but the kills did not count towards its Weapon Vault unlock, maybe it because the Portal server had Bots enabled... That honestly should not stop it from counting because there's not enough players to fill a server.
