I've been convinced of this for awhile now. I saw the same thing when Tor tank was first released and I had many back-to-back rounds with 50+ K/D before people figured out how to deal with it. I went back to playing infantry and was put in some seriously sweaty lobbies for awhile after that.
I also noticed when I was grouped with a friend who was a brand new player and quite bad, the enemy felt like bots.
SBMM has been in the game since BFV. Chris from Battlenonsense had some trusted connections with DICE devs (enough that he got additional network stats added to the game for tshooting). And he confirmed they did add it to BFV. I trust his source.
And I'm not talking about the misuse of the term for team balancer. It's been getting slowly more agressive over time. The reason it was barely noticable in BFV, is because most people didn't use the matchmaker and player population was so low, it didn't matter.
Why do you think DICE is so insistent on ignoring the demand for a AoW server browser? I wouldn't be at all surpised if they are also testing DDA. DICE is completely silent on these topics. Ask yourself why.

Whether or not there is dynamic nerfing/buffing of weapon spread, skill-based matchmaking or whatever, the game has been an utter mess this last week. Tonight has been basically unplayable.

I've wondered about this, and a couple of things make me think this could be correct. It wouldn't surprise me if it was true.

There is definitely something to this. I'm noticing it with very low rank players having almost no recoil on things like the DMRs. Always land two shots in rapid succession, regardless of movement, with bare bones attachments. DM7 was atrocious to use minus attachments. Others are straight up tanking automatic fire and then instantly killing you. One got dropped to 15hp and then stood right next to my cluster grenade without being killed by it. Its like its boosting their accuracy, damage, and survivability.
