I've been having the same issue, I've tried with just about everything I have unlocked and sometimes I unlock something and it says I got the necessary number of kills but every other attachment says 0, it happened 3 times with the pp-29 so now I have 3 attachments for it and 0 kills apparently
I assume the weapon progression is tied to the XP farming block for coop solo. I am disappointed in this too. Could careless about farming XP but coop is great with friends in a stress free lag free match.

Are you getting lag free in Solo / Co-op? It's certainly better than Multiplayer, but I still get a bit of rubber banding when big events happen, which given my PC specs I don't think should be happening. They're all on online services, so I think even singleplayer is at the mercy of budget servers...
Initially I thought it was the connection not being stable enough to reliably count progress but given it records nothing, that seems unlikely.
Honestly it seems that all the Devs panic when players find a way to finish their game quickly. And they panic rashly change things and it 99% of the time breaks something else on the game. And around and around we go. I've seen a bunch of awesome suggestions to combat this and stop game breaking changes. But I'm with you I bought this game for the first time to just play with friends and have a great time now we can't even do that lol. Kinda seems solly to worry about ppl finishing fast.
