This has to be a bug right? cause you can still get unlocks they just freeze up after a while and the tweet about the XP said nothing about this so no matter what there is a bug, the question being if the bug is getting attachments or not getting attachments

Seems like it, I unlocked the Bizon and got the first optic before it stopped giving me other attachments, and this was well after the XP nerf/disable.
