Yes, but only if there were persistent servers to possibly be on the same group from match to match, not necessarily same-squad, but same team. It could lead to making friends as well as being able to communicate when in a vehicle together.
Granted, as we currently know, VOIP released late and not many turned it on (outside of random PS people that have their controller mic unmuted so you get to hear some sweet bong rips and crap music in the background)
