I established how to fix this with button mapping.
Ensure that your "soldier buttons" under the controller tab > controller schemes is on custom. Then go ahead and reset your button mapping to default, then re-do your mapping. This will resolve the issue.
@Grinddiamonds maybe this will work on xbox also. Thank you kind human for the info.
it should, it is just a formatting error on EA's part, but really not that big of a deal if it works that way. It makes sense, its just not the most convenient.
