QOL improvement to saving loadouts to specialist not just class

Definitely useful, asked for a lot since launch, but since it didn't happen at the class restriction change, I doubt it happens because the kit is tied to the class (a level above Specialists), so they would have to move that functionality down to each individual Specialist and remove it from the class level. At this point in the games's development, that would be highly unlikely.
