Rao will no longer be able to have FXM after 3.2 patch but it won't solve this problem, or it will be even worse because hack will be notified to teammates.
I don't think you understand how little time there is to get an FXM off against a hacked heli. Better messaging around the hacked status of vehicles is of little value with the current flare, FXM and hack balance. There just isn't enough time for anyone to take advantage of the information.
Observe:

Even beginning the FXM lock immediately after the hack you can't hit a heli at 300m.
It takes about 2.5sec to switch to, lock and fire the FXM.
FXM appears to travel at approx 100m/s.
So in the future state you'd need all the following things to align in order to land a single FXM on a hacked heli.
-A heli pilot that doesn't flare upon the initiation of the hack
-A teammate that is observing the heli as it is getting hacked and the status notification is presented
-That teammate would need to be carrying an FXM
-That teammate would need to be in a relatively safe location/undistracted
-That teammate would need to be in a fairly exposed area with good LoS.
-That teammate would be within 200m of the heli
Even if all that were true your teammate would have only 0.5seconds to whip out the FXM and begin engaging.
Unless they revise the hack, flare and/or FXM mechanics then both Rao and the FXM will be dead with the update. FXM is junk without Rao. Rao is junk without the FXM. Anyone serious about anti-air is surely going to Lis+Rorsch.
