It will also level up your character? If I'm wrong, please correct me, but the skins (uniforms and weapon appearances can't, right? Everything else can be unlocked? And the character level up to level 12 only?

@Raytheon30Character level can go all the way up, just really slowly.
Mastery 12 is when you unlock the last attachement on a weapon, so progress for the Tier 1 weapon camo stops there (360/1200 kills). You CAN earn the 30 kills Carbon camo though for weapons and vehicles.
Also some weapon camo skins can be still earned like the ones tied to level rank. I've also been unlocking some blue specialist skins, but not sure what unlocks them, if it's rank or what.
