The recoiless one-shots the attack [nightbird+apache+stealth+jets] air vehicles (which the normal AA/stinger does not). Unless something has changed recently?

I swear this hasn't been my experience lately. I'll try to verify this today. If that is the case, then I suppose it just needs to do increased damage against transport heli's. Either that or just lower the overal HP of the transport heli by about 35%.

If anything, we need positional damage back. If you can be headshot and that damage is different than a body shot, why are vehicles not the same way? Hit a track, tank can't move or can only turn left until repaired, etc.
For any aircraft, if the M5 hits the cockpit, everyone inside should be dead and the aircraft should be in critical condition. If the aircraft are not honoring the stand-off range, they should pay the price.

Positional damage does exist. I've had TV missiles hit the rotor blades of the Hind and as a result I lost control and almost crashed. The TV missile hitting the cockpit will kill the pilot.

I've had TV missiles go right through the choppers let alone the blades. I don't think it does anything to do it and instead it was a bad pilot flailing.
