For any aircraft, if the M5 hits the cockpit, everyone inside should be dead and the aircraft should be in critical condition. If the aircraft are not honoring the stand-off range, they should pay the price.
Positional damage does exist. I've had TV missiles hit the rotor blades of the Hind and as a result I lost control and almost crashed. The TV missile hitting the cockpit will kill the pilot.
I've had TV missiles go right through the choppers let alone the blades. I don't think it does anything to do it and instead it was a bad pilot flailing.

I been constantly using recoilless since the beginning of the game. After the last update, it is nearly impossible to down choppas. I can only down it if it is half the health. Recently I landed two rockets consecutively to a Hind choppa and it just went away and came back after a while with full health. Before the update one shot was enuff to down it.

T1 with 61 hours or so of flight time. The rotors were damaged and I had no control over the Hind.

I wonder if it hit from above at the rotor/motor part, or just complete RNG as to when a 'part is disabled'. As the rotors themselves don't seem to have any real hitbox (you don't get a hit marker if shot at/through them, and you can sit/stand ontop of the helicopter while they spin and not immediately die).

This has been my experience too...rotors don't seem to have any hitbox associated to them. (And I highly doubt DICE modeled individual rotating hitboxes for each blade).
