But they could if they felt restricted by not being able to restock their grenades. That'd also be 64 different 1 minute cooldowns, so it might not be a huge reduction overall if that were to happen.
Obviously this is an extreme example, but I'm pointing this out as I don't feel that restrictions are an answer as there are more ways to spam explosives than just grenades.
