Reenable XP on Portal

@JET0802 A quick fix would have been to not disable progression, but simply put a limit on how much XP one can gain in any one day or how many kills would count towards weapon unlocks per hour of portal played. Make it so that it is as high as a good player could achieve and the problem is solved.
Actually, they could keep it as a permanent solution as it won't have any effect on 'legit' Portal players while at the same time would prevent stats padding.
