Restrict the repair tool to vehicles not moving
Helo's can repair way too fast with 2 people in the passenger side just constantly repairing..

Best solution is to just remove all weapons but mini guns from transports then they won't be such an issue.
@Ironhead841 that works too. i'd give them a smoke launcher in place of 40mm grenade launcher though
