Restrict the repair tool to vehicles not moving

Helo's can repair way too fast with 2 people in the passenger side just constantly repairing..

@SpudBug I believe a good compensation would be to remove all auto repair systems from all vehicles, and to restrict emergency repair to fixing critically damaged systems, but not armor.

@kregora Lower health vehicles need the emergency repair. The big tanky transports don't.

    Agree, by the time a transport hits that level of damage it has taken 3 missile's worth of damage (correct me if im wrong) by that point it is the pilot's fault if he hangs out for the 4th

      @Psubond My recent experience as an onboard engineer is, that the pilot is already gone at that point.
