RPT-31 "Flip Scope" attachment missing?

I was reading the 4.0 patch notes and noticed mention of a "Flip Scope" attachment that seems to be missing in game, and does not show up in any RPT-31 unlocks or any other weapon. Was this attachment removed from the update like the 40x Scope to be added at a later date?
