No one likes cheaters, but no one likes abusive admins either.
*If* any amount of scripting is allowed on portal/ regular servers, it'll probably be ported straight from existing community scripts from 4 by the community itself, or someone will set up a third-party site to coordinate just that if there's any kind of stat tracking API (which there more than likely will be).
Don't think Dice/EA need to do anything outside of their own official servers, and i assume they already have a unified ban list.
As for abusive admins, there's always going to be those as long as there's community-run servers, but i'd rather take "ok, this server has a muppet admin, not coming back here" vs finding a few well-run servers with constant admin presence and sticking to those compared to having an admin available on "official" servers once in a blue moon.
Just a disclaimer, this is pure speculation on my part, but before BF1 (aka, when we still had a majority of community-run servers) we had just what the OP's asking about, see no reason why it wouldn't reappear if we get community-run servers again.

Since BF portal servers will just 'vanish' when the last person on the server leaves, I don't think this makes a lot of sense.
Also think of the various consequences: people copying someone's' name to get them banned etc.

You save the settings and banlist.
When you restart the server Its all back.
I think Its a great idea to share banlists.

EA have confirmed that we as Portal 'experience creators' will be able to both kick and perma ban players as relevant. And that the related ban list will be permanent as we want them to be for our server.
And to your second point, each player in the EA BF universe has a global unique ID number. and that is actually the thing becoming banned on your server. They can change their name if they will, but their ID is still banned and they wont get in. And no, they cannot just create the same name as somebody else. You have global unique names in this universe. There are no excuses here for the cheats.
