There are a lot of badmins that need to be perma banned.
The solution is EA needs to hire people and randomly spectate matches. They have stats on top of stats on top of stats that can show someone potentially cheating. Then they watch the player and gather evidence. But again that takes money and this is EA.
Because community servers are now hosted by EA/Dice, bans could perhaps become a problem for them. The admins are not 'responsible' for the servers (EA/Dice are) and therefore EA/Dice could get into a mess of bad publicity and perhaps even legal issues in some countries.
I don't think they will allow 'global banlists' on their servers. If a person is not caught by the in-game AC, they have the 'right to play the game', they paid for access to the servers.
Bans on a single, 'temporary' server, should not be an issue though, people can always just play on another server instead.
