@FarystarLovesBF1To me the problem is the out of bounds zones where one team can stay while the other cannot that are the problem.
Otherwise these guys would be C5 drone fodderThe way the BF2042 aircraft spawn in the sky instead of protected airfields does not help either

There's a lot of things that can be adjusted here. Both Hammer and Maul need adjustments. Maul is the worse of the two since it can OHK aircraft. I'm going to throw Staff shell in there as well since we're talking long distance projectiles.
Both of these have really atrocious blast damage against infantry so they need to be good against vehicles. However, the current iterations are ridiculously OP. They are insanely fast and have virtually no drop or spread. The velocity is such that it has ranges well out to 1600m and beyond. I think the first thing we should look at is reducing the velocity and time to live (how long the projectile lives before it disappears). The TTL nerf will reduce its range in hard terms, but also make shots more difficult to land due to the reduced velocity.
I realize there's probably going to be some pushback by some saying that these are rail guns and they need to be fast! I hear you and am happy to report that after extensive testing there's plenty of room to reduce the velocity while still making them significantly faster than the conventional tank cannons.
Next, specifically for the Maul, I would look at slight damage reductions specifically against aircraft to remove the OHK capability. Damage would still do, say, 91 to a Nightbird/Jet so it would be fatal to all but those at or near full health. I'd also look at further slowing down the turret specifically and only when it's charging to fire. Like, really really slow it down. This should make it a bit more difficult to track aircraft.
Both vehicles would remain potent vs ground vehicles with the Hammer being the better choice for hunting attack helis and Nightbirds thanks to its charging turret speed being left alone while the Maul could do catastrophic damage to Hind/Condor and jets thanks to their bigger hitboxes.
EDIT: I forgot to mention the STAFF shell adjustments. The STAFF shell has enormous range which typically isn't a problem because you need Line of Sight and there's not many maps that allow you to see out to 2000m+ - Breakaway is one that comes to mind. I think a simple Time to Live adjustment would be sufficient to balance it - something that would result in like a 1200m range.
To compensate, the blast damage could be increased to 50 max (up from 30) - It would still be a poor anti-infantry cannon, but not a 4 hit dud shooter as it is now. Angel would still be a 3 hitter thanks to his blast resistance.
TOR needs to be removed from the game. I dont see how they make this balanced.
silk is one of the worst type of players and has been for a long time. he has zero sportsmanship and his videos are centered around finding the most annoying thing he can do with vehicles and just grinding public servers into the ground. he does have some skill at flying but that is no excuse for the many videos he has in which he just goes out of his way to spawn camp the enemy team. he just runs the meta vehicle and finds a server with randos and intentionally goes out of his way to make them quit via spawncamping
then he crys for nerfs any time anything can counter him. i blocked him on youtube to get youtube to stop recommending his vids
@Prof3ss0r_M1k3He's not the sportive type, no. He farms randoms for his personal record to post on YT for views and E-peen. It's not the right thing to do imo.
He has zero interest in what the experience for the farmed randoms is going to be.

Yep yep guys. He just gave an example what I've been telling long time ago. TOR is spawn camper and in main base. That's how people do rn in game. And yes, TOR barely misses.
And Silk gives good advices and information about gameplays and settings. Sounds more like you guys are jealous cause he can shoot.
- @Wargame_Enj0yer i agree. there isn't really a way to balance this thing without either making it too powerful or obsolete. unless they can whip out some other solution, the game would be better off without it. its the best anti tank, anti air, and yes also anti infantry
im surprised not more people snipe soldiers with it's cannon. the reload rate isn't that bad and its pretty easy to aim, even for headshots if you really wanna rub it in - @Prof3ss0r_M1k3 he does it because the only way the devs will listen about bugs and balance issues is if everyone talks about it and it becomes a problem in the game. and since this, in fact, is a pretty big problem, putting it on full display is the best way to make them notice

Yes, I found that I could snipe at enemies that are on the tower from across the map. Often with headshots too. The TOR definitely needs a nerf. It was one of the quickest T1 I have gotten among the vehicles.
