SPH Explosive Launcher is unfair and shouldn't be in the game

Seriously, who thought this was a good idea? A near instantaneous death with barely any way to counter it. Like we didn't have enough explosive spam already. Not everyone is running around as Irish...

Here ya go:

Active immediately, we have reduced the SPH Explosive Launcher blast radius by 30%. We agree that this particular gadget was more powerful than intended, and this change should now move this back into a healthier experience for all.

Happy now?!?
