Exactly. If this is a "you're alone, pop flares, switch seat to gunner, and squadmate spawns into pilot seat to be able to use flares" situation then I have a hard time believing this is happening "all the time".

It's very easy for two players to switch positions other than spawning.
Fisrt use the flare, go to a safe place, and pick up other player again.
The stealth heli uses this method, which only takes a few seconds while the flare is spraying.
Of course, if they can't get to a safe place, they also use urgently glitch after the cockpit player dismounts. Most players who use this glitch are familiar with this method and use it without difficulty.
