The only controversial thing on this suggestion is why you want to limit all chat to the end of round only. Which is a few seconds until you get thrown back to the main menu for the next MM cycle.
My suggestion is to have all chat available ALL THE TIME. I would even say there is no problem with the chat being hidden by default and users have to enable that in options. But most people WANT all chat and I can see no reason what this is not in the game. It cannot be that hard to implement or bandwidth consuming.
I would like team chat all the time.
When the bartering gets good, it is worth it.
Just make it opt-in.
Bring on the drama.

agreed on the opt in setting. Especially for kids.
