Sundance nerfs on Update #1.1.0 (Scatter Grenade 2 > 1)

They were probably trying to prevent the insta spam of 2x sets of scatter grenades, but the cooldown should be cut in half so you can't spam back to back grenades, but would still have 2 available in the same amount of time over a minute. 

I assume this was solely for Exposure and against infantry, but is a nerf game wide as well as against vehicles and aircraft. 

On a side note, if one of your duties is to prepare detailed patch notes, why do we continually see significant changes omitted? Negligence, ignorance, or laziness?
