on Console People also use Party Chat (Playstation) or Party Chat / Discord (Xbox) so there would be a lower amount of people using "proximity chat" anyway.

For all the many good reasons mentioned above, then typically on PlayStation we use the console party chat instead !
(I could though add many genres to the 'unwanted music' list there above...  :o) 
But the party chat is not convenient for the proximity chat like when suddenly in a vehicle with somebody new.  Think here it would be really helpful and also easy just to drop the cursor down to decide if you want to mute such person or not, in case the mike is on with high undesirable noise...  Like we also could in the past with squad members.
