"The MPAT has no splash damage and is now like the HE shell".
The HE shell has more splash damage than the MPAT but is slower and it needs to be 'lobbed' for long distance engagements.
The MPAT never had much splash damage against infantry and it was impossible to tell it had been increased as stated in one of the early game updates.
If you're mostly fighting infantry, which most tankers are, you're putting yourself at a massive disadvantage using the MPAT shell.

Yes, infantry most of the time so a HE shell would make sense but for those times when you come up against a tank, wildcat or mav you need the MPAT. A staff shell makes little sense in a vehicle scenario.
