It is definitely much higher up in the chain of command that the reports seem to end up on the recycle bin or end up in the underground same storage facility that the Ark ends up at the end of the first Indiana jones movie .
It is those up high who for the longest of time did not throw the CMs a juicy bone that they can pass to us 99% of the time
