Team Death Match bot removed when low player count = none playing

Team Death Match bot removed when low player count = none playing anymore, why the change? Also since this change is common to have 1 player vs 5 players, if remove the bots have the players on each...

I have an idea though:

How would it be if they like implemented some kind of persistent servers and some kind of server browser for TDM? So people could check if a server is populated before joining. You wouldn't have to be stuck with 2 or 3 players on TDM then.

So they made a solo team death match against bots and there are portal games with full exp with bots, but TDM bots are off, Why? Can EA enlighten us?
