Pretty sure what your data will show is that passed peak hours games were massively populated with AI for consoles (I'm in EU and around 2AM my games were 60% AI. Might vary from a region to another of course). But honestly this isn't a problem : if you don't like playing against many AI, you can still go back to the normal playlist with full crossplay.
In fact I think that this "bug" should be come a feature. The weekly playlist should be split in 64/128 pools between consoles and PC, every week and rotating : week 1 consoles get 128 and PC get 64, week 2 console 64 and pc 128, and so on. This would be one rock for 2 birds : people will be happy to have a console or PC only playlist, others will be happy to have a 64p playlist on a predictable and regular basis, and those who don't care will...still don't care 🙂
There's absolutely nothing to lose in doing so, in fact I can only see things that would be pleasing the community : encourage new console players to keep playing (I guess that a lot of PS5 players will come next week with the PS+ offer) because they won't be destroyed from their first matches, encourage some next gen players that went to the old gen version to come back to the next gen version (might also push some old gen players to look for an upgrade...), make people that prefer 64 modes happy, and still have fully open crossplay playlists for those who like the challenge.
So why not keeping this bug forever ?
