It can feel kinda dead sometimes, true.
But player wise it also depends in which region and at wich times and days you're online and which modes you want to play.
It's still possible to get quite some games as i see it on PS5 also without crossplay.
But of course it feels like you see less people playing on your platform without crossplay, if you have it OFF but maybe most other players play with it ON on the same platform as you are on, then you still won't be able to play with them if they continue playing with crossplay ON.

I am glad to say that with Crossplay Off I am able to play AOW Conquest 64 on a daily basis (on PC - EU Region), Sometimes I have to play the Portal modes, just to get a game!

Yeah, to be fair in certain regions it can be more difficult to get games. 🤨
