Exactly. The astonishingly small amount of content they've developed for this game has to be spread very thin. Since they like to create hype with a new season, they have to stretch it out as long as possible in order to have something to talk about with the release. DICE is a fan of sandbags in more ways than one.
Since DICE's shift to this so-called "live service" model in BF1, it has been a steady decline in the amount of content with each release. Its so bad that they actually consider rotating 4 game-modes and using community developed portal experiences as "content".
It's probably not the fault of the people working on the live service team. I suspect the EA budget for this is pennies compared to what they had back in BF4 days.
