All this, because the Portal creator says enabling AI allows for FULL XP and yet, in-game it does not grant such XP.
I think it's time FULL XP was enabled for vanilla Portal servers which have AI enabled. There's no good reason why this should not be allowed.
Not only would this cutback on the amount of Portal servers currently running but it would drastically improve the player experience on both Console and PC.
Make it happen.

Can't happen because most people make portal servers to farm AI. It would not be fair or competitive.
Honestly though, who cares?
They are playing the game that they purchased the way they want to, and who does it harm?
Also, in some low population areas this is the only way for them to play, so I say yes let them have full XP and let them play however they want.

If I would theoretically want to level against bots from 1 to S999 does that affect you playing the game at all?

If the Portal creator can already distinguish between changes made and assign certain XP for certain changes, why can't it distinguish between a vanilla Portal experience and one that is not. I will not accept the current XP system as anything but a over-complicated solution to something that is so easily solved.
Hardcore and so fourth should have presets available that allow AI and FULL XP.
Essentially, if someone simply creates an experience from the default template, it should allow FULL XP and AI.
Otherwise you end up with what we currently have, where there's so many servers running back to back as redundancy for when player counts are low. Changing the XP to what I've mentioned would get rid of these redundant servers, thereby freeing up far more server resources, likely also contributing to the blackscreen issue.
It would be an "AI farm" as much as "All-out-Warfare" already is, so this argument is null in my opinion.
