Yep started about 3 weeks ago on Xbox One.
I wrote in another thread a little test I did last weekend during peak Australian times.
The match making keeps splitting full servers up and then putting players into new servers which are less than a third full and then for the entire game no new players are connecting.
I left and rejoined other servers and found other servers only a third full playing same map and then another one that was nearly full.
It seems like sometimes MM is not connecting players to games with empty slots.
