It does seem that way - I struggled initially with the high number of vehicles too - but there are ways to address this by changing a few player behaviours.
First of all, the game practically throws vehicles at you. A couple of kills will let you call in a light vehicle. This is the easiest way to move between flags - it's a lot harder for a tank or infantry to kill you when you're travelling at 80km/h. Don't walk between flags. You'll usually die.
All maps have flags that are inaccessible to vehicles or downright dangerous for them to approach - Hourglass has A2 and A3, for instance. Orbital has D1/D2, where tanks and Wildcats go to die. Manifest has C1 and D1. These flags are spaces for infantry only/vehicle-light gameplay and can be a lot of fun. As I said, every map has these flags.
Finally, if you can't beat 'em, join 'em: The M5C Bolte is a thing of beauty.

Just remember if you use the vehicle just to taxi, you're giving the enemy a free vehicle from your team's vehicle limit. Noticed so many times that enemies will abandon their vehicles on the objective only for me to grab it and limit their ability to spawn more vehicles.

The LATV4 is not a vehicle I'd choose for sustained combat - you get shot out much too easily. Jeeps tend to be used and dumped for this reason.
I wouldn't call in any other vehicle if I intended to jump out. I suspect you probably don't hang around in jeeps too long either.

Taking the enemy's LATV4 reduces their team's ability to spawn a bolte or hovercraft by 1. However I've seen plenty of people abandon Bolte's and hovercrafts once they reach an objective.
