@CustomerChair No not created to sell cosmetics, they already do that now.
It is perhaps designed to make money, but in a slightly different way. Cosmetics only change the look of a character and in BFV are disliked by many, so simply not purchased (remember the one armed woman wearing blue makeup and swinging a cricket bat?).
With the specialist system, you are getting a specialty and trait unique to each. If you want a certain specialty (e.g. grappling hook) or trait (e.g. movement sensor), you have to have that specialist. There is no grinding to unlock the trait similar to the medical crate at level 4 for medic or spawn beacon at level 6 for Recon in BFV.
While we are still waiting to see how it works exactly, I would expect to see new specialists as part of the season pass (similar to COD) or simply available to buy (and yes cosmetic skins have also been confirmed for each specialist).
Fingers crossed that this works well, but is sounds very much like COD BO3 at times (on a larger scale with vehicles).

People really have short memories!
Up until BFV, the main revenue stream post release was paid DLC (discounted through Premium).
People whinged and moaned about it under the premise that it 'split the community' when in fact, they were just to tight to buy it.
EA/DICE 'listened' and changed to a 'Live service' model and now people whinge about 'monetising cosmetics'!
EA/DICE are not charities, they are businesses.
